[GeoMechanicsApplication] Create a suitable policy and temporary duplicate the integration coefficient calculators there #13002

As a developer, I want the calculation of the integration coefficients to temporarily duplicate the stress state policy, such that it can also be used by Pw/T elements which don't have stresses.

Acceptance Criteria

  • A new policy is created and the existing calculations (2D/3D/axisymmetric) are teporarily duplicated there.
  • A 1D version of the policy is implemented to capture the TransientPwLineElement behavior.

Is this only for the TransientPwLineElement ? (The issue seems confusing)
