[Feature Request] rewrite domain and http security when storing cookies

#1122 asks for this feature, but settles with using the Cookie tag.

The cookie tag strategy has the following flaws:

• not bulk loading many cookies from a diff domain
• being static (related to the above), where the cookies I need to send from my .com domain to my .net domain change over time

I looked into scripts/hooks, but these are req/res time specific.

What recipe, first class or via plugin, could be used to bulk set or read cookies from an alt domain?
