After some research, it turns out the drivers for WiFi and Bluetooth are already upstream in the Linux kernel. Setting
boot.kernelPackages = pkgs.linuxPackages_latest
in the config and rebuilding updates the kernel, which enabled WiFi and Bluetooth.
