Why not cache gradle-*-bin.zip file in the local #1846

Describe the need of your request

Download gradle-*-bin.zip will always take long time even there is multiple project using same gradle version.

Proposed solution

Persist the gradle-*-bin.zip file into the local disk to prevent duplicated downloads again and again.
