Add style checks to CI

Summary

Let's add style checking to JCSDA Spack CI.

Rationale

Many of our changes when we merge recipe changes from JCSDA to main Spack are style changes. Usually we're I am too lazy to run style checks before merging into JCSDA Spack. So let's add checks so we do things right the first time, rather than pulling our style updates back from main Spack.
