Add the "force action on files" option like CompactGUI 2

Its' not clear for me how v3 works, but I feel that if I want to compress a directory already compressed (for example after some file update), v3 (3.5.1) recompress all files. Or it's because I changes the compresssion method ?

Changing the compression method will cause it to recompress all files. If you use the same method then it will only compress uncompressed files
