This issue just lists things we want to get merged in 10.3, but need changes from the integration work to be buildable:

Add new QueryStakePoolDefaultVote #1373
- requires a newer ledger with Add CBOR instances for DefaultVote cardano-ledger#4860
- requires a newer network with Add NodeToClientV_20 ouroboros-network#5055
Expose ValidationPolicy interface #1390
- requires a newer ledger with Change ApplyBlock interface cardano-ledger#4889)
Add support for measures to LocalTxMonitor #1191
- depends on merging this PR in network Require NodeToClientV_20 minimum for LocalTxMonitor's MsgGetMeasures ouroboros-network#5080
Add new GetLedgerConfig query #1394
- if we get these instances from Ledger in time Add From/ToCBOR instances necessary to query the node for the LedgerConfig cardano-ledger#4893
