Currently, actfw_jetson.NVArgusCameraCapture produces frames of Pillow.Image while actfw_raspberrypi.capture.PiCameraCapture and actfw_core.capture.V4LCameraCapture produce frames of bytes.

It might be better to change this behavior to make the API consistent.
