ErrorBlocks do not contain timing information

Describe the bug
Any place pdl_interpreter.py creates an ErrorBlock it does not record timing information (start_nanos, end_nanos, timezone) with that block. This information could be helpful in understanding the error.

To Reproduce
Any that produces an error block.

Expected behavior
We should associate this information with the error blocks.
