"globalConsentLocation" does not work for Chrome #192

Hello,

Looks like Chrome does not set cookie in the domain from "globalConsentLocation" and it fallbacks to local cookie.

Tested browsers:

Chrome: 71.0.3578.98: doesn't work
Opera 57.0.3098.116: works
Firefox Quantum: works

Demo:
https://site.spit.pro should set cookie in cmp.pawlowicz.it (I have added additional console logs).

EDIT: it works only in incognito mode for me
