Ensure cat name is set properly on uvdata visibility sims (rather than just getting default)

By default, the cat_name in the UVData seems to get set to the catalog file, which in some cases can be different per-frequency. This is almost never what we want, and can be harmful when trying to read in a bunch of files with different frequencies at once. We should ensure by default that the cat name is constant.
