I have a problem with my network. Is it zip file that i can use for install

Unfortunately, no.

Can you not access https://dl.google.com/eclipse/google-cloud-eclipse/stable/content.jar from your machine?

BTW, the "content.jar" is not an install ZIP. It's just one of the required files for a p2 install repo.
