[FR] Support Vertex AI Workbench instance with Pycharm notebook (authentification)

Will be nice if we could use directly the URL from Vertex AI Workbench instance in Pycharm (including authetification).
Not sure how much need to be done on Cloud Code plugin side or on Pycharm side.
I created a FR on Pycharm side since the URL of Verte AI Workbench instance is not supported for the monent:
