Integrate Elite Insights and Deprecate the Raidar Parser

We spend a lot of time maintaining the current Raidar parser, and there are numerous issues that none of the current developers are well equipped to tackle. As such, we should migrate away from the current parser version and towards using Elite Insights (https://github.com/baaron4/GW2-Elite-Insights-Parser) as our parser of choice moving forward. This will require multiple steps to achieve.
