[Ticket][PMT] Update Contact Page

Description

MapScout's new home page is built out in a seperate repository. In this ticket we need to update the contact page's functionality. The new design is outlined in the figma.

This repository is written in svelte, but since most of it is static, completing this ticket should be very straightforward.

Please follow the instructions in the README to setup the repository. (yarn install && yarn dev)

Hyperlink a test link for now. This link should be opened in a new tab while the current tab shows the design from Figma. Also keep in mind the functionality on hover.

Please branch off from the development branch.
