with new About Notify, new Join Notify, and newly updated Using Notify content going live (likely) by 1/9/25 we can remove the "Features" section

it is repurposed into the sections listed above

  • remove feature flag to make best practices go live in production

  • remove feature section on top nav

  • remove "guides" section from top nav

  • add Best Practices and make the other navs related to best practices a subnav
