User Story: Update Home Page Phase 2

Based on feedback

• I'd love to see the "Sign in with Login if you're an existing partner" button+text less central on the page, maybe in the upper right or header or footer. I'm also fine with this being part of the phase 2 update too though. - Cathy

• "phone illustration stand out to me more. since there's a text on the phone's screen, what is the bubble showing?" - Steven

• "for the preferred language block, did we discuss saying something like "notify has sent in ___ languages" instead of (or in addition to) the character set info?" Steven

• "i also would like to add a message count tracker somewhere on the home page, but that definitely doesn't need to hold up this round of revision"
