Evaluation Form View for Challenge Managers

User story

As a challenge manager, in order to provide fair and considered evaluation and scoring for submissions, I would like to be able to view and edit evaluators scores.

Acceptance criteria:

• A challenge manager can view an evaluators completed evaluation (within the submission management workflow and evaluator management workflow)
• The evaluation form view for challenge manager shows:
  • An evaluator's name that completed the form
  • The entire evaluation form and scores / selections as completed/submitted by the evaluator
  • A challenge manager can change criteria scores / selection, Edit Evaluator's Score #83
  • Both evaluator's scores and revised scores are displayed
