Question/add element dropdown not scrollable

Describe the bug
When selecting the question dropdown, if the menu items extend past the bottom of the page, the list is not scrollable. This makes the bottom items in the list inaccessible.

To Reproduce
Steps to reproduce the behavior:

1. Create or open a form
2. Click on 'Question'
3. Scroll down to the bottom
4. Make your browser winder shorter if necessary (this is a problem for me on a 13" Macbook even when the browser is full screen)

Expected behavior
The menu should be scrollable so I can access the items at the bottom.

Additional context
The question dropdown is being redesigned and may be shorter in the future, however there are always circumstances where the dropdown could be taller than the browser (user has a small window or has bumped up the font). In these cases there needs to be a way to access the bottom items.
