Portal should determine AM API Version based on getVersion

Portal currently invokes omni to speak to AM's. It should determine the AM API version to speak based on the AM specific info (from getVersion, or alternatively, from the Service Registry).

This will be an issue if we want to invoke API v3 operations or speak to AMs that only speak API v1 (like mesoscale)

Now that Omni auto corrects the URL for your AM, this is less critical - but would make the use of a real GetVersion cache more important than it already is.
