Am I the problem?

I've been trying to set this up for roughly 5 hours and I feel like I'm just going in a loop. I follow the "read me" guide on how to set it up and I've read so many guides on cloudflare on setting up workers and wrangler and just I think it's time to admit defeat. No matter how I set up the workers on cloudflare it doesn't create a wrangler.toml or a .env file so I tried to just create one myself but nope still not working and pls just someone help! I just wanted to set up a silly little embed link for my friends and I to use :'(
