The Tags module is empty when the current category is secondary to the items within

Hello!
For example, we have 10 products with some tags.
Normally, when we open the main category with these products, the tag module shows the tags of all these products.
Let's assume that all of these products are assigned to a secondary category.
In this case, when we visit the secondary category, the tag module will be empty.
Thus, the tag module does not handle tags from items if the current category is secondary to them.
