The confirmation layer nodes will use this to provide a finalized stake table to hotshot for stake table table catchup.

  • Add to contract
  • Update prover service after contract changes

So for catchup we actually don't need this yet, because it's merely an optimization to make catchup faster. The first implementation will be done with epoch wise catchup of the stake table instead.
