Allow instructor for official course kits to add rosters on the manage kit member page

I am an instructor trying to add another roster to my kit but there is no easy way for me to do this on the manage members page; I have to go to the combined kit feature to make the apps in my kit available to other rosters.

How might we (the Kits project team) make it possible for instructors to include another roster in their kit on the add new member page?
