Add ability for users to upload gif

It would be nice to be able to upload a gif and have the web app handle the rest of the conversion. It probably wouldnt be too hard we would just need to figure out how to split the gif into frames and convert each frame. We would also need to decide whether a user could upload multiple gifs at once or just one per new animation and prevent against that.
