Design engine creating zigzag transects in strata with 0 effort allocation #178

This equal spaced zigzag design with zero effort in some strata:

Still gives transects / effort in all strata:

Possibly because the design relies on the spacing to generate it and the conversion of 0 effort to spacing still gives a value.

Zero effort for strata in other designs works as expected.
