No Licence file in root of repository

A licence file needs adding that states the Crown Copyright, applies the MIT licence and adds any other licences required based on code used in the repository.

Note not all of GIAS is MIT.

The our package.json file lists the ISC licence for example:

I understand ISC to be wholly compatible and practically equivalent to MIT.
