Check if the same web app has already been deployed

If you're using Farmer's deployment support for web apps, it can be time consuming to re-upload the same application if it already exists. We should check if it's possible to get a hash of the uploaded zip, and if not, store it in the web app as an app setting or similar, and retrieve it before running the post deployment task.
