Huawei h264 decoding

On Huawei SoC mobiles and tablets the h264 decoding is unavailable even if the chip supports hardware decoding

I also think that some Mediatek devices also has a similar problem.

Reason for h264 support is that vp9 is struggling on weaker chipset where as h264 would be a great option just like for older PC:s and laptops

I think it is because of this:

On Huawei the hardware support for decoding is in this package:

OMX.hisi.decoder.avc

But when I try running with h264 the game does not start.

c2.android.avc.decoder has no hardware support if i look into my Huawei (kirin 710)

Is there a possibility to make a fallback to this package
