Where should 'transfer-files' live on Stanage? #1

If users put copies in ~/bin/ then difficult for us to iterate on this script. Could put in site-wide scripts dir that's always in PATH for all users or put in a dir that's added to PATH via a module file?

@willfurnass Module file to load would be ideal.
Would we need to give warning that this functionality might be revoked (if Alces have strong objections)?
