Rename "Base Maps" category to "Base Layers" in layer spreadsheets

Right now I have a check in the code to move all layers in the "Base Maps" category to the "Base Layers" category. To cleanly and sanely consolidate all our base layers in one place, we should change in the actual spreadsheets any layers that are in "Base Maps" to "Base Layers".

@pdille has this been done as a part of your base map fix?

@jjkohler No because this would break the current live site. We can't address this issue until we have fully switched over to the new codebase. Perhaps we need a specific git tag for blocked until release?
