Change how a DMP citation is generated:

Authors are all Project Contributors, not just PIs.
Order the PIs first, then everyone else: Data Manager, then Project Administration, then Other
If there are no Project Contributors, then just the owner is author
Finalize page and Landing page should use same logic
Edit text on Collaborators page to say for Project Contributors "These will be the contributors listed on the DMP citation"

This needs to be updated in 2 places:

The DMP ID landing page code
The Finalize tab in the DMPTool which is generated in the Plan model's citation function
