[BUG] Inventory Cleaner not dropping items

Describe the bug
Inventory cleaner is a big mess, sometimes it just decides to not drop items what so ever, sometimes it randomly drops your sword... I really don't understand what it does to be honest, I'm assuming this is already a known bug and it will be fixed in recode (#3604) but there is no harm in making this post in my opinion so might just do it.

To Reproduce
Steps to reproduce the behaviour:

1. Enable Inventory Manager in skywars
2. Wait for chest stealer to steal items for you
3. See it not dropping your items sometimes for no reason
