The Readme states pymapconv.exe exists, yet it does not.

Just checked the latest windows release - it appears to contain pymapconv.exe, so I am not sure where you were trying to search for it. If you downloaded the source code of the repo, you need to get the released version of the software instead.

Usage may vary depending on how you wish to run the tool. Recommended way is to download the latest release from GitHub:
