Update Software Engineering Tech Stack

• move from react.js to next.js
• change "backend" to "API Server"
• flesh out the content for why you would need an API server and the 3 choices available (remove flask but keep fastAPI)
  • add links to the relevant tools/software
  • add links to a good tutorial for each of the tools
• move all references to databases to a new section called "Persistence" (firebase should remain as an API server)
  • add a nosql option and include firebase as an option
  • make a sql data option of postgresql (link to trequest resources for psql instance) or sqlite (recommend for local / initial development)
