Decide on a process for creating a new Managing DP

For example, when we import Belgian data, they are not a Managing DP (and there is no other obvious Managing DP their activities should be assigned to), so we need to think about how we would handle this case. Presumably we would just handle this outside of the module - i.e. before we ask them to use the IATI import interface, we should check that they are already a Managing DP? But it might also be good to check in the interface (maybe step 3 or earlier) whether the DP we're currently importing data for is already a Managing DP. @markbrough to think about this
