This is due to a wrong definition of armIds in Swagger. The problem is on the Swagger in this release branch (not the PR itself, but the Swagger in PR contains that error). We've triaged this a few weeks ago (on another PR to this release branch).

@XiaofeiCao Do you still have the issue? And we said we want to ask AppService to fix the Swagger (also we'd like the Lint to report this before getting to codegen).

Yeah, I've raised this in the PR we found the issue: Azure/azure-rest-api-specs#32033 (comment)

@kumaramit-msft This is an existing bug in release-web-2024-11-01 branch, not your PR. Would you help fix it?
