ACR Build with public access disabled

What is the problem you're trying to solve
The ACR build is failing when ACR public access is disabled, even though it has a firewall exception to allow trusted Microsoft services to access this container registry.

Describe the solution you'd like
It should allow ACR builds when executed from a private network/vnet with private endpoints and public network access disabled. What is the use of private endpoints if public network access must be enabled for the container registry to support acr build ? This seems like a security issue or a design flaw in the container registry.

Additional context
It works as expected when I use Docker commands for image build and push.
