no egg

There is no Garg egg. It just doesn't spawn. I've un-installed and reinstalled all mods and the whole game.

This is a bug within the mod.
Try the following steps:

Save and Quit your world and Subnautica
Load back in and create a fresh world
In that fresh world swim a bit away from the lifepod
Save and quit
Load back into your save with the missing structures
