Current tooltips are implemented in pure css and function in most cases but are not ideal

Important

Prevent going offscreen
Allow choosing default position
Should disappear when mouse leaves parent. Currently they are an element inside the parent and thus hovering them keeps them open and interactions are forwarded to the parent
