NetworkMonitor 도입

NetworkMonitor를 통해서 실시간으로 사용자의 네트워크 상태를 감지해 연결이 안되어있을 경우 안내
ViewModel 에서 매 API 호출마다 네트워크 상태를 체크하는 ApiResult.Network 에러 보일러 플레이트를 줄일 수 있당

Connectivity Manager 를 이용해 구현, 참고하는 레퍼런스는 nowinandroid
