Where should tutorial information be provided

following a discussion in #7365 about adding tutorial playlist to the Readme

so I like to ask everyone thought on this matter
where should we post information such as guides and tutorials?

here are my thoughts of possible solutions and their pros and cons

In Readme

pros

1. the information is extremely easy to find
2. the information will be curated and MUST be accurate

cons

1. extremely hard to update and maintain
2. might be viewed as an endorsement

Wiki

pros

1. relatively easy to find
2. the information will be will be curated and should be fairly accurate

cons

1. hard to update and maintain

Dedicated category in Discussion

pors

1. anyone can post information
2. people could have discussions under the initial post
3. up voting system

cons

1. information will be harder to find
2. possibility of spam
3. information accuracy cannot be guaranteed

we could also use a hybrid system
tutorial or guides will be posted in discussion
then if suitable in maybe added to the wiki
