Could you please confirm if we can monitor multiple RG's from ANFCapacityManager instead on entire Sub because its not a good practice to assign the contributor role on Sub to monitor it.
We have ANF Account in multiple RG's and is it possible to change the "Target Resource Group to Monitor" after the LogicApp is deployed?

@alishavez7, I'm sorry. Somehow notification where not enabled and I didn't see this.
At this time, the Logic App can act on a single RG or the entire subscription. If you want to monitor the entire subscription, you can leave "Target Resource Group to Monitor" blank (null).
I suppose you could change the "Target Resource Group to Monitor" and manually run the Logic App again to generate new Activity Log Monitor rules for the new RG and leave the old ones behind.
