Following your example I get this error on decrypt:

web-crypto.ts:354 Uncaught (in promise) Error: Unable to decrypt data
    at web-crypto.ts:354:11
    at Generator.next (<anonymous>)
    at fulfilled (web-crypto.ts:6:24)
