Similar to what we have for billing recurrent tasks, we should create an issue template that makes it easier to open refined issues about performing deployer creds renewal on smce clusters.

2. create the issue template content using the prior existing issues and a similar template for recurrent billing task

• there is an example of an issue opened using such template
