[EPIC] Submissions pipeline for the segmenetation challenge #106

This epic tracks getting the submission pipeline fully functional and reporting results for the Cellmap Segmentation Challenge. It does not track CRUD operations and website work, which will be tracked in a different epic.

Definition of done

  • A user can upload a submission, and have it be scored and visible in the leaderboard
