New 18F members are missing from the utilization report: https://tock.18f.gov/utilization/#all-18F.

For example Cale from PM or Nate from Engineering.

The issue is that these people don't have a unit assigned. However, simply assigning a unit to the employee table will not resolve the issue immediately.

This is because the report pulls the unit information from the timecards, which have their own unit field. This field is populated with the unit of the employees at the time of timecard submission.

So for the person to appears in the report we need to assign the unit to the employee and its timecards.
