Integrate Azure Translator Text for content internationalization #118

Is your enhancement related to a problem? Please describe.
Azure's Translator Text can support internationalization of content via translation to 60+ languages and transliteration into different alphabets. This could allow for massive improvements in content reach by translating entire sites to various languages/alphabets based upon a site owner's intended/expected/targeted audience.

If this concept gains positive feedback, then we'll want to iterate on it to build out more specific requirements before we dive into development on this.

Additional context
Similar to #116, but with a broader range of languages supported and without real-time support.

An item to consider here is if other, popular WordPress translation/multi-lingual plugins are installed and how we might integrate with them. Similarly, should the translation overwrite the existing post or create another post with the translated content?
