Create a Move contract to facilitate the guild

What we need

• composable - built with the following guidlines but able to be adaptable for other use cases
• the ability to payout contributors automatically - set intervals - monthly
• collaborative at all scales
• self-policing - contributors should be able to confirm/deny contributions from others
• Two scales
  • Learning
  • Contributing - building or maintaining tools
• Interaction should require the least admin possible. A user should be responsible for themselves but policed by the greater group.
